He knows about the kidnappings, but not about what's been happening within the boundaries of the hospital. There are a number of ancient rules of etiquette that prevent Lucifer from spying himself, so he's asked his usual sinners to go around and be his eyes so it doesn't look like he's actively interfering. Those humans and their free will, am I right? Incorrigible.
Lucifer would advise against harming Mammon, actually. Mammon is one of the Lords of Hell, and it would upset the balance of power in the underworld for any of them to be killed. They're basically just a really dysfunctional family with some toxic dynamics among them. If Rorschach goes rogue and tries to make things physical, it might be worth mentioning that Mammon is generally flanked by at least one of his elite guards gifted with the Midas touch. He technically can get into close combat, but making that particular kind of attempt is more likely to end with Rorschach getting turned to gold and tossed onto one of Mammon's treasure piles.
